The best method for venting a dryer is always via placing it at an exterior wall and exhausting it on a short, straight path directly out that wall. Anything else compromises the machine's performance.

You can drill a hole through concrete for vents. I just did in basement wall. I have no experience with condo rules/regulations or layout so it may not be allowed in your situation. They do make a product so you can vent out the window Window Dryer Vent | Dryer Exhaust Vent | Vent Works (vent-works.com)

Have you got permission to punch a hole in a exterior wall or vent out a window , most condos have rules you need to obey.

Code requires you to keep the new vent 3' away fro the window.
