Usually, the curtain will be from the ceiling to the floor, and the length should be just touching the floor or a little longer, whether it will look formal or not, I guess it depends on the overall decoration style.

The white shades are too light in color, the gap between the window frame and the curtain rod is a bit abrupt. If you would like to keep the shades, maybe moving the curtain rod to the top of the window frame a little bit(just like the pictures below), or DIY the shades, let it become layered up.

I would have gone with an inside mount roller shade in a color to match the trim. Are these the only 2 windows you are this problem with? I would probably paint the trim to match the shades but what other trim is in the room? baseboards? Crown molding? Doors? I think the rod is too thin and you need more panels. But please post a picture of the entire room thanks

Now the window looks very busy and cluttered and unorganized and unfortunately you spend a lot of money and did not get anywhere. My suggestion would be minimalistic inside mount bottom-up top-down shades with only 1 inch in depth. They are very functional and let you allow to adapt to light and privacy. Right now, you cannot even see your new window or anything to the outside.
