i think i would prune the tops flat with the fence.. so that the plants would be inclined thicken lower down .. and once they completely hid the fence.. to would leave them be to do whatever they wanted above ...

ps: i would also get the grass out of those rocks now.. before it becomes a really big job later.. presuming that is grass and not some plant you want to cover and take over the rocks....
