New Rinnai EX38CTWN NG Fault code 11

I just finished installing a new NG Rinnai EX38CTWN NG wall furnace. But can't get it going because of fault code 11 displaying. It vents straight through the wall as direct vent. The flue is clear, not plugged. So from what I have read, it is likely because it needs gas adjustments. This would explain why the solenoid is making a noise. Is this the likely reason?
