This is a recessed fixture. If you take it out, you will have to patch up the hole and repaint the ceiling. That is a few hundred dollars for a handyman, plus the cost of the new fixture. I suggest you change the fluorescent bulbs out so the new ones are fresh and bright, wash the cover, put the cover back on and direct your fix-up budget elsewhere. For example, would you like an updated chandelier in the dining area?
