Can you replace garage door weatherstrip anytime of the year? (Is there a temperature where you should not install it)?

Also, are there specific nails that match the trim (non rubber portion) of the weatherstrip? My white weather strip looks slightly textured and the nails appear to be textured (or it is a cover). Where does one buy these covers?
