First place to look is how water from the gutters is being carried away from the building and at the grading of the land around the building. You want it to slope away on all sides, and have the gutters dump 10+ feet away from the building.

Go out and inspect when it's raining hard to see if there's anywhere where water is puddling against the foundation.

First thing and easiest to do, is check the downspouts on your house, and make sure they have extensions on them, to run the water out 10 feet from your house. If they dont, that needs to be corrected, and could take care of the problem.

I second the advice to go out during a rainstorm and inspect. We had water coming in our basement. I crawled under the porch during a downpour --- a miserable job, but I saw exactly what the problem was: a downspout had a leak and was pouring water onto one spot. I fixed the downspout, extended to well beyond the porch and the basement has been dry ever since.

You will get better advice from professionals if you can explain what happens in a rainstorm, because they aren't going to be there. They'll make a guess and offer a fix to what they think is probably the issue. They stand a good chance of being right, but could be wrong.
