That is the solution. Understand that CMUs are hollow, and water that has entered from the outside is just sitting inside the CMU looking for a way out (water seeks level). So, if you block one hole, it will work it's way till it finds another route. That gravity 'thang.

You can cover the wall with whatever, DIYer's think they can rely on "waterproof" paint like Drylok. What happens is the water is just sitting there and the paint cover will bubble and flake off from the moisture moving through the material.

@3onthetree Again, I do understand that. I don't have the funds to excavate the exterior and waterproof the outside foundation.

So I need to look for other stop gaps.

Full excavation is seldom done. If you route your downspouts farther, and slope grade properly, the holes in the CMU mortar joints may be passed on by the water leeching down in the soil (full saturation notwithstanding). You may or may not need some underground piping to get the bulk of water away and some creation of swales or steeper slopes, which all can be done with a shovel.
