Lutron Caseta switches and Pico remotes will work without any network, wifi connection, or app.

We have wireless remote controls in the den, living room, office, and guest bedroom. Those in the guest bedroom (on either side of the queen sized bed), also control the ceiling fan...as does the remote in the office.

The master bedroom device, which sits on my end table, and plugs into the wall, can control all lights in the bedroom wing, including hallways, the master bedroom ceiling fan, and master bathroom vent fan.

Both kinds of remote controls are by Logitech. The entire system is also controlled by the Lutron app, on my iPhone and iPad. The app controls all lights…including front and back porches, the garage (inside and out), laundry, kitchen, etc., etc.

Here’s a pic of the plug in remote on my night table. It can be programmed to control more of the house. However, if I want to turn off the any of the lights in the kitchen, or basement, (for instance), I just use the Lutron app.

^^ Wow, that's quite a set-up darbuka! I'll check out the Lutron. good to know don't need to use an app to work it.

ETA: I ordered a Caseta dimmer and the Pico remote, hopefully it's what DH is looking for.
