You have 2 different plants there. The white things are seeds, in a dandelion-type arrangement. Probably some kind of Aster.

The berries belong to something else. Where were these plants spotted?

They're most likely weeds. I found them in a neglected garden bed & also along the bricks, at the back of our garage.

The berries look like something in the Solanaceae. Possibly a Lycium???

It's NOT a cotoneaster!! C. horizontalis has a very distinctive, spreading growth habit often described as a "fishbone". It does not grow upright and the flowers look nothing like asters. As a member of the rose family, Rosaceae, cotoneaster flowers are 5 petaled, white and tiny. And it will never produce fluffy looking seedheads.

There are two separate plants being shown in the photos but at that stage of their yearly cycle, precisely what they are is very difficult to tell.

Yep. 100% not any Cotoneaster. The berries are 100% something in the Solanaceae and the fluffy seed are of a separate plant in the Asteraceae.

The nightshade appears to be a vine which would most likely be Solanum dulcamara. The other plant looks like a typical aster of some kind.
