How to remove severe dog-urine odor

Attn: Dog Lovers - Need Your Help

My son and his fiance recently closed on a townhouse. Unfortunately the previous owners had an awful habit of leaving their poor dogs alone at home for days at a time (according to neighbors), and the floors were eventually saturated with pee.

The kids removed all the existing laminate flooring. They've scrubbed the slab (no basement) several times with TSP substitute.

The odor only seems to be getting worse.

I'm thinking if they seal the slab with concrete sealer and seal the plywood subfloors upstairs with a good primer like Kilz, and paint every inch of the place that they will seal in the odor, but who knows. At this point we wouldn't be surprised if it still stinks after all that. Obviously it would be better to remove the odor completely before putting down new flooring.

If anyone here has dealt with anything similar, I'd love to hear any suggestions on products and processes that worked for you. 🙏
