Any significant re-sprouting it does do will not occur until well into the next growing season later this year. In the meantime it's going to keep looking like this.

In cold areas, usually zone 6, camellias can drop foliage if the soil is dry when cold arrives, if the plant is actively blooming or temps crashed with the cold but they usually will leaf out in spring. Thus, wait. At that time, evaluate if there are branches that failed to leaf out by the end May and prune them.

We're in 7b. (Not sure why that's not showing up by my name. I thought I'd fixed that.) Anyway, I've never seen anything like this in the 20 years we've lived here. The Gumpo and Encore Azaleas are also showing a lot of damage but the George Tabors, Pink Ruffles and Snow Azaleas aren't looking that bad.
