We used to live in LA and we had no access to the crawlspace from inside. I wouldn't want access from inside. Is this an old house?

Do you have any access from outside to get to all parts of the crawlspace?

We had our outside access redone because we were getting water flowing back during rains. We dug and poured a cement pit with drainage pipe that led away from the house. Also installed gutters and never got water under there again.

Find where the moisture is coming from. The crawlspace ground can be covered with a 10mil vapor barrier.

I suspect that your crawl space access is limited by structural components such as piers and girders and/or HVAC ducts which requires you to have multiple access points. If that's the case, there's not much you can do to eliminate the access points.

Moisture in a crawl space can come from a variety of sources. You correlated the carpet moisture issue with rains so start there; make sure your gutters and downspouts work properly and direct storm water well away from your home's foundation.
