My first step would be to get rid of that black paint (what where they thinking?!) and then see how the blue looks. Luckily, it's not much cabinetry so if you do choose to paint them it's not a huge ordeal.

To me it looks like the counter is the odd man out. The floors look gray. Although the picture doesn't show the counter too well, it looks like a warm brownish color. So you need to decide what your budget is and decide how far you want to go. I would hold out for a complete remodel as I suspect those cabinets are decades old. I don't see the point in putting new, expensive counters on top of old cabinets. Refacing can cost almost as much as new because the doors are the most expensive part. If you replace the cabinets you could take the uppers to the ceiling and change the layout if you want to. If you want an improvement while you're waiting to save up for a more substantial change, paint the black parts white. It looks like the rest of the space has white walls, so try to use the same color if you can determine what it is. I assume you recently bought this home and didn't do the black or white paint job.

First step, paint the black walls. Next step, decide if the layout works. Do the fridge doors open wide enough to pull shelves and bins completely out for cleaning? Do you have enough room to prep meals at sink, to open oven door, to store glasses and dishes close to DW? Do you want to see into kitchen from front door? Do you sit at the counter or would you prefer a full height food pantry and fridge over there? Do you need a small work island?

I would paint the black the same white you already have and the cabinets a rich brown to tie the countertop in with the floor.

No to brown cabinet paint, and I’d honestly rethink trying to change things to go with the countertops….I’d get rid of those, find something you really like, then look at cabinet paint. You could change the entire house out, it won’t make the countertops look more “right”.
