Agree with @cpartist. Remove the wreath and items on the chest and replace with fresh items. Word art is tired. Choose pieces that contrast with the chest. Something tall on the right.

I wouldnt paint the railing. It looks nice like it is, and a stained railing holds up to a lot more wear than a painted one would. I agree a new rug, and a new chandelier, and a change out of decor by the little chest, would look much nicer.
