The species that is considered invasive here is Clematis orientalis. C. tangutica does look similar to orientalis but has bell shaped, nodding flowers of a brighter yellow and slightly toothed leaves.

To the best of my knowledge, C. tangutica is not listed as invasive anywhere in the US and reports from Canada (Ontario) that it is have not been confirmed and I would suspect are just a confusion with C. orientalis. Tangutica has a reputation for being slow/hard to establish so less likely to seed itself around indiscriminately.
