Morning sun only means you can do broadleaf evergreens like Mt. Laurel and plenty of rhodos --- unless you have alkaline soil. I'd put some creeping moss phlox at the edge of your bed. Possibly a middle layer with some obedient plant, penstemon and Jacob's ladder.

Moss phlox is great. It's pretty much evergreen, it's vigorous, it blooms prolifically, and it comes in many colors. In my zone 5 garden, the moss phlox looks great, tolerates a range of sun and shade and deals well with neglect and drought. I just love it.

Penstemons will want full sun, and do make sure your soil is acidic enough to support Kalmia, Rhodies, azaleas, or Pieris before you invest in them.

I wish you'd get the utilities marked before planting anything in that area.

Please, no squiggly beds. Sweeping curves, yes. Squiggly curves, no.

First step is spray paint the pipes black, they’ll hide in foliage better.

I think hydrangeas would love morning sun and be next to the rain gutter pipes. They like water. Annabelle, Limelight, are two varieties that I can think of. They also come in newer varieties in different pinks, mauves etc Cedars don’t like their feet wet, I have lost a few.

Personally, I would either remove the window box or make it go across the whole width of the window. I think it looks out of place at present. They are also hard work to keep looking good, so unless you really enjoy gardening, I would not use a windowbox.
