My priority would be a fence, if allowed. Trees and shrubs won’t stop a dog. Then the fence can be hidden by greenery in due course.

As said it looks like you live in a condo type of environment where the exterior around the building is controlled by a community association. SO the first place to start is with the Association, and first learn what they will allow you to plant in your yard and if they will allow a you to put in a fence. Some community associations have very strong ideas on what and what is not appropriate.

HOA, or Condo community, if the dog enters your yard call animal control immediately. Then wor with your community officers and local zoning board to see what is allowed. Cedars or holly would be a good way to block visually, but you will need to protect Cedars from deer munching. Good luck.

If your neighbor has a dog that she has already told you will bite you and your daughter and lets that dog run loose, call a lawyer and the dog catcher. It is SHE who must build a fence or keep the dog leashed.

Call 911 and ask for an officer to come to your home. Insist he file a report. My SIL still bears the scars from an attack by a small dog to his nose. That was followed by three surgeries.
