How early to spray for rust on Hollyhock?

I have a few hollyhock plants - a few standard Alcea rosea and one Alcea ficifolia--that look fine here in mid-May, but like most of us I've struggled in previous years with rust. When is a good time to start spraying with a fungicide? A friend swears you should start as soon as the leaves emerge from the ground in March or April. I have my doubts about that, but maybe I'm wrong.
