Looks like a Chamaecyparis of some type, aka false cypress. Unfortunately looks to be quite dead. Once established in the landscape, these trees will rarely need much supplemental irrigation unless it is quite hot and dry. It may well have developed root rot with excessive watering.

if you want to try to figure out what might have happened.. we need big city location and a full description of the weather from fall thru winter up until two weeks ago...

i dont see anything worth saving based on these pix.. and i doubt a pic of the whole plant will change that opinion..

Thank you so much guys! My location is B.C in Canada. It has been raining throughout the winter season. However, the past two weeks have been sunny, and I have been watering the tree every morning for 30min.

I also live south of you & a bit south of @gardengal48 (PNW Z8/9). I had a young Hinoki “Confucius” that died seemingly overnight in early spring after going through one winter season. Looked just like your dead tree. When we pulled it out we found it sat in a veritable tub of water. It was at bottom of soft slope & in clay soil. We weren’t overwatering our tree but sitting at bottom of slope combined with a wet spring, poor site drainage and then the plants above receiving regular drip system irrigation / water, well, not a recipe for success. My point is that when you pull that tree out - and you must because it’s certainly long gone - check the hole it’s planted in for standing water. That’ll give you a clue to drainage issues and you’ll figure out if you need to amend soil & raise up the planting level for a new tree as well as change your watering style. I noticed the lawn type sprinkler sitting in front of the planting bed edge - not the best way to water trees & shrubs. Maybe that rose type shrub next to your tree should be farther away from a new tree in that spot too. Gardengal can better speak to that point.
