The picture in my head is not attractive. Do you have a photo of what you want to accomplish? I just cannot fathom why you would put artificial turf on a deck. Also, do you have an HOA and if so, is your idea within the rules?

Artificial turf on a deck doesn’t work. It will look weird. And yes, if you have an HOA, you need permission to change the exterior elements.

I see nothing good looks wise or performance wise coming from this choice. You will also lead to your decking boards being destroyed.

Look for turf rugs or turf mats. They have the backing on them and should be heavy and secure enough on their own to stay put. You can try looking for pet mats, those are meant to be turf for porches for dogs and such to hang out on. Make sure your decking is well sealed and roll the mat up and out of the way during the winter if you can. Even with good drainage you can still retain moisture under the mat.
