It looks like sawfly damage. Remove those damage leaves and check the back of other leaves to see if there are little caterpillar like green worms.

Yes, definitely sawfly larvae damage, or what some call rose slugs. They scrape the leaf tissue away and it becomes damaged like that. I can see one of the sawfly larvae in the picture, in fact, just below the flower bud, where the leaf damage looks brightest (recent damage). It's a green, caterpillar like thing. Once you begin seeing damage, it's important to keep an eye out for them and start squish right away. You can consider a spray application, but that's usually not necessary unless it's a really bad year.
