Fused scapes - why?

Today I noticed on Isle Of Patmos fused scapes. Each with its own buds. I saw 2 of these happening. Any idea why this happens? Red arrows shows where they are in the pic. It has several other scapes which are not fused.

I've had this happen in past years on daylilies that have been heavily fertilized. They bloom quite well and the flowers are normal. You just get twice as many flowers.
