Since it's on the inside, I'm not sure it's a serious problem. Arbs do lose some foliage on the shaded insides. Some areas of MD are pretty dry, so that may have something to do w/it.

interior yellowing and browning is cyclically.. annual.. and normal...

it is increased by drought the year prior.. bad winter.. etc ..

yes.. it looks like a thuja.. an arb of some type.. specific ID it not necessary.. to figure out whats going on ..

I'm not convinced those are Thujas. That ascending branch structure looks more like Leyland cypress. And they can offer a host of issues in a climate like MD. Is it possible to provide photos of the entire tree(s)? How long have they been planted?

btw, 3 weeks can hardly be considered a drought :-)) We routinely have 3-4 months of no measurable precipitation every summer and established conifers can withstand that annual dry period without much concern.

They look like a type of cypress tree to me. Cypress can brown, but 3 weeks of no rain would not effect well established trees like yours, and shouldn’t be the cause of the browning. I’d take a cutting to a good local nursery and ask them to id it and give you some advice.
