Yes, it all has to come off. It appears like someone has put latex paint on over oil based paint and this is the result. Hallett & Co. above has the right instructions. Once you get to the painting part, buy good quality latex paint, and put to good coats on.

Update: wall paper stripper was excellent. I discovered that the professionals (used very loosely here) basically skim coated this wall with spackle 🙄
Thankfully, it’s just the one wall.

Great news. Before repainting, give it a light sanding, and then use a really good quality sealing bonding type primer, and two coats of good quality paint.

I suggest to just bust off the sheetrock...... assuming it's sheetrocking! 😲

You then can start anew with a perfect wall, potentially the same day!! Instead of enduring MANY hours & sore shoulders, this approach is sometimes better.
