I would water with dilute Miracle Grow in the water to give the plant more nitrogen.

Osmocote Plus pellets would also work according to directions and is applied every few months.

Sheila, Thank you. She potted the plant early May and put small amount of Osmocote, fish meal, and alfalfa meal in the pot, too. But she hadn’t fed it since.

Nutrients seem to wash out quickly in rainy Florida.

I agree with Sheila...they don't call it Miracle Grow for nothing!! Potted roses need extra fertilizer for sure.

Looks like spider mites to me. Check the leaves' under side's close up and you will see dusty webbing and mites moving about if I am right.

Miniature roses are very susceptible to spider mites, and black spot too, unfortunately, but I see no black spot signs on the foliage.

Cures vary from all kinds of homemade concoctions that often do more harm than good, to some very effective miticides, like the Bayer product that's sold almost everywhere.

The damaged leaves will not be reversed, but will drop, but new growth will emerge that if the rose is fertilized, watered, pruned, dead headed.... and if a regular routine of mite preventive measures are followed, Teddy Bear should thrive.
