What’s wrong with this green ash tree?

For a couple months it was leaking sticky substance all over my deck (started around the time we had a drought for a few weeks). Googled it and treated it for aphids 2 weeks ago in case that was the issue. The sticky substance has stopped and now it’s dropping nasty leaves as pictured. Are those bugs on them?
