MIscanthus sinensis 'Morning Light' produces plumes - seedheads - just as readily as any other cultivar of Miscanthus does. But they do not form until quite late in the season, very late summer or early fall. So this might be what you ae looking for.

I did know they aren't shrubs but I didn't see that forum option thanks. The other person had suggested Ground covers. I'm quite sure Morning Light is the one for the reasons you stated. They are finer and shorter-lived plumes, then, indeed. Thank you!
