Wall Painting and Peeling Paint on the Wall

I've been facing some issues with the walls in my home, and I'd like some advice and guidance. Recently, I've noticed that the paint on one of my walls is peeling and the putty underneath is coming off. It's becoming quite an eyesore, and I'm unsure how to address it.

What type of a wall is this? Drywall, Plaster, etc.?

Most likely improper wall prep or there could be some moisture issue.

Try to remove all loose paint, sand the area, and apply primer something like Kilz or Zinsser Bulls Eye Water-Based 1-2-3, etc. Just make sure you don't have some sort of moisture issues there.

Definitely moisture. Looks like rising damp in a masonry structure.

You have a leak somewhere. Is that an outside wall, or is there any plumbing on the other side of it. Definitely getting wet from something. You cant fix the wall, until you address the problem.
