Anyone?

Is this contractor a general contractor, a kitchen cabinet installer, or an HVAC contractor? Is this contractor leaving it up to you to select the electric toe kick heater just as long it can be connected to a 240 V 20 A circuit? This needs a a lot more thought then a simple electrical requirement.

A 2400 W heater will produce about 8,184 BTUs of heat. That seems like a lot for supplemental heating in a kitchen. Will there be other heat sources in the kitchen? Are there any concerns how this amount of heat will affect the cabinet?

I suggest you wire this to a thermostat located somewhere in the kitchen. The heater you select will determine what thermostat is needed. I would think a 120 V model up to 1500 W would be sufficient. If you need more than that then you may have to rethink the heating plan for the kitchen.

@mike_home - thank you - SO HELPFUL. He's a GC and said that he doesn't install a lot of them so left it up to me within those parameters.

IT DOES like a lot of heat for a 2400 W - I found a 1500W that seemed like enough.

Do you have an idea for how to find a thermostat for this kind of heater? WHere to place?

The kitchen is a different zone than the rest of the house because it was part of an reno 20 years ago. We have a thermostat that we're replacing that controls the hot water cast iron radiator in the room next to kitchen, and radiators in the mudroom and half bath.
