Given the size of the window and the fact that a baseboard heater is right below, I think that some type of blind would look best. Short drapes would not be flattering and long drapes would hit the baseboard heater.

Given the only picture you are showing is a kitchen ? I would encourage you to look at neutral options ( roman shade, natural woven wood shade especially. with or without a privacy liner. If there are other windows? You're not showing them.

Window treatment are best suited to the style you plan in decor, they are best neutral, as decor can change over time. Privacy is an issue in some rooms, less so in others. Nobody can say from the info you provide, what is best for you. It isn't curtains here, in these pictures.

Also depending on your furniture layout, stopping the curtains short, won't be an issue because you won't see it. Baseboards are always in the way! They are efficient creating a wall of heat in front of the window, but always hard to figure out a window treatment.

There are decorative baseboard covers that forces the heat out and not up (not the optimum heating solution as heat rises). Then curtains can go to top of cover.
