trex decking causing organ sound with wind- help!

We recently had trex decking installed and deck skirting that run the height of the deck to the ground and we have this loud “organ” sound when the wind picks up. We are located on the water so there is nothing to block the wind- any recommendations or suggestions from homeowners or builders who have encountered this in coastal areas?
