I think it was,rats or squirrels. A number of things don't fit woodpeckers. #1 You would have heard the hammering before woodpeckers made that many holes #2 Woodpeckers make holes in vertical surfaces. #3 90% of woodpecker holes are made while searching for insects and Woody knows insects don't live in painted soffits. Rats are mostly nucturnal and squirrels usually move around during the night so you should hear them in the attic or at least you dog should if he's worth the biscuits he eats. Look closely for hair caught on splinters around holes.
