remove pot filler and make wall flat

I’d like to remove the pot filler and cover the hole and make the wall flat so that I can install a slant vent range hood. But the end of the pipe is usually outside of the wall and cannot apply a cap. Does anyone know how to get rid of the pot filler and make the wall flat?
