Two joints on a thirty year old house- awesome. Get some mortar mix from a big box as well as a pointing tool. Clear out the old loose mortar, mix up your new mortar and force it in the joint with a trowel. Once it’s started to firm up (ten minutes?) dress it with the pointing tool.

I would also put an extension on that gutter downspout so that you'll actually get water away from the basement.

eta: I just noticed the other downspout near the stairs that looks like it empties into a bucket. Is that what's happening? If so, that should be corrected too.
