Either the guest or study closet should be less used stuff: out of season clothes/coats, dress clothes. I don't see any dresses, but if you have just a few (or dress pants that you hang), they can also go in this closet. I keep all my dresses in the guest room closet, so I have only short hanging space in the main closet. Try to get as many bulky things as you can in this space.

Do you have room under the beds? Tubs under the beds are a great place for out of season clothes, extra bedding, blankets, etc.

In the main closet, since you don't have long hanging things, you can put a shelving unit under that tall shelf for shoes, sweaters, jeans, etc. You can also either install a second wire shelf above the one on the right side (if your landlord would let you), or add a shelf that attaches to the existing one. There is a lot of wasted space above that shelf/rod.

If you end up hanging clothes on the right side, you might still have room for a shelving unit against the right-hand wall (you wouldn't have access to the full clothes rod). Shelves for shoes underneath.
