Radiant in floor heat

What is the best flooring to use for radiant in floor heat? We remodeled our house a few years ago and placed vinyl planks for our flooring on top of our radiant in floor heats. The flooring has never stayed together correctly and looks terrible. We are wanting to change our flooring but would like to know what the best option would be to install to prevent further disappointment. We live in an area that has four seasons and we have dogs. Thank you!

Thank you for the input. Just not sure what I think about tile throughout the whole house but definitely makes the most sense.
