In my state's building code relative to receptacles for electrical outlets. It appears that it does NOT fall within a single family dwelling part of the building code anyway, so would not be applicable after all.

That is what my dictionary says, but it may not be in everybody's dictionary.

I don't know the definition but my design book shows that a commercial bar should be 42-45" high, 18-24" deep, allow 6-7" beneath the bar for a seated customer's legs, and 18-24" behind the bar for a customer to stand and seat himself on a bar stool.

Nope. This is nuts!

I suspect the common definition of a bar counter would apply and that is 6 or more inches taller than a kitchen work counter and narrower usually to accommodate seating.
