Raise the shade, remove the screen and take another picture.

Looks like weather stripping and its in a track. use your fingers and push it back into the track where it is supposed to be. It could be rubbing on something when the windows are raised and lowered, so, it could happen again. If you have cleaned windows, you could have caught them with a cleaning rag too.

Screen weatherstripping. Should be an easy enough swap as it just slides into a kerf in the sash. Call the window supplier./manufacturer.
