I'm always in favor of reupholstery if the frame is well made and sturdy, and if it is comfortable. I don't think you can get new legs for a Lee sofa or loveseat--they are usually integral to the frame. But removing the skirt can give you a more streamlined look.

As far as the arms go, an upholsterer could possibly simplify them but it depends on the underlying frame. Can you post a photo of the pieces?

Cost is another factor--you might look into buying a new piece of similar quality and compare that to the cost of reupholstery. You'll probably need at least 15-20 yards of fabric to do the sofa, depending on whether the fabric is solid or has a pattern that needs to be considered.
