I would suggest using wall wconces (could be battery operated sconces. Or there is also a way to adapt hardwire sconces by using puck lights.) And for the ceiling, some type of flush mount - that is mostly utilitarian.

I would not want to clean clear glass light fixtures 12' in the air. The white ones would be easier to maintain.

I agree with Latifolia. White glass will not show build-up nearly as fast as clear glass. Choose one open at the bottom so you can change the bulbs while standing on a short ladder, not a tall ladder.

How about attaching LED strip/tape lights to the underside the handrail leading to the landing and to the underside of the handrail leading from the landing to the floor below. Together, the two strip lights should adequately illuminate the landing.
