Grind it all off, to flat and smooth. Apply a densifier.

Need to have it tested to be sure it is not lead based paint. Strip the floor entirely, prep by washing, maybe acid etch so the paint will stick, repaint with a quality porch and floor enamel (if you do not want to use epoxy), The stripping and the prep work will be the hardest part but if you do not do it properly the new paint will flake off in short order. There is no easy, quick fix which is why it is not considered the proper way to finish a cement basement floor.
