I tend to remove the bottom leaves. And if I'm growing a bushier variety I tend to groom out some of the inner leaves to help with air flow and sunlight.

I don't use chemical controls for blight. I don't get much, so using grooming, cleaning, and some gardening practices tends to keep a lid on it for me. If you choose to use chemicals, be they organic or synthetic, follow the directions on the label. The directions will tell you when to apply and how to apply the product.

If you haven't moved the tomatoes far, or if the bed debris could be a cross-contamination, that could contribute to problems. For some gardeners it seems like once they get it, they got it all over- other gardeners have better luck with it. There are varieties of tomatoes that are more blight resistant than others- choosing those can also help some. Using mulch well, keeping the plants clean, and sometimes watering practices can help.
