Hire new gardeners!! They obviously do not know what they are doing. Pruning back to bare wood for most conifers will result in a bare, brown patch that will not regrow. All you can do now is hope that there is enough green remaining to encourage some regrowth. I can see some green poking through but not much

Weird thing is, the same guys have pruned it twice before! I asked the head man if they were new guys and he said no. He wholeheartedly agreed that it was done incorrectly & was a real eyesore. He suggested paint. He also suggested that he could offer me a discount. " You want to give me a discount? You just ruined a huge hedge that we've nurtured for over 20 years!"
