A custom tailored box pleated valance? A panel at each end & in middle - 4 total? Not hung on ’rod’ but on ’arm’ that panel hangs from & can either have a finial on open ends or be invisible

Are you thinking of Board Mounted panels?

Most internet photos show

them with board mounted valances or cornice boards . Houzz claims valances are no longer in fashion.

Rho - I wasn’t thinking of board mounted but that works for no rods. I was offerring valances only as a suggestion & the panels as a separate one. I also wondered about Roman shades as those look fine over blinds as @Pam Lamping has but wondered if with the shirred cover over the palladian (?) type windows that’d be too much. Pam, I think I like the valance idea - a very long & tailored one. Depending on wall height & how tall & how important those top windows are, I might cover them completely with a valance - or a Roman shade - that would hang down to just below the header of the blinds. In other words, make those top windows disappear from view on inside of house. Then you’d still have blinds for privacy & light control.

Someone had mentioned using knobs and hanging material over them or drawer pulls and putting the material thru them , have you ever seen that?

I cannot use rods at all, that is the problem

@Pam Lamping That sounds like swagging the fabric over ’knobs’ or a piece that’s attached to wall & sticks out from wall. Hung at intervals & fabric draped from one to the next. If the knob / piece sticks out enough - is large enough - fabric can be wrapped around it as in lightly knotted to secure it so the fabric stays put & doesn’t droop unevenly between the knob protrusions. Usually the swaggging is done with drapey silky material. Constructed swags can be made from heavier fabric but they are attached to a pole rod that spans the windows. Try this link - Swag drape If it doesn’t work, search on the word & you’ll see all kinds including hooks to hold fabric using no rods.

Is there a reason you don't want rods? Is it for the look of rods or are you unable to drill anything into wall?

Is there room on the window return to use tension rods?

Just curious as to why no rods?

Anything you hang curtains on needs to be attached to a wall somehow.

But alternatives to rod-mounted curtains are cornices, flat valances, pleated valances, swags. And don't let anyone tell you that valances are "dated." They can be beautiful when well made of quality fabric.

Have you considered using rods hung from the ceiling?

Swagging the fabric you showed and mounting it on knobs requires a very good workroom. You can't just fold it and place it on the knob, it's too heavy and won't stay and could look haphazard.

Do you have someone who can sew them for you and can advise you exactly how to mount the swags?

The windows in this old home are trimmed in antique heart pine. Because we wanted to feature the beautiful trim, we didn't want the window treatments to cover it. So we used swags mounted on knobs or hidden cleats.

This one is a silk velvet with a beautiful drape/hand that's carefully swagged. The hardware is hidden by the rosettes:

These are casually swagged and hung from knobs by loops sewn to the top of the "bell"
