Electrical question - Scam?

An electrian charged my elderly father $650 to fix a part because his power was not working, but then told him his power was turned off (my dad made a mistake paying the electrical bill online) This was the reason the power was out, and the electrician still charged him $650. Should the electrician have checked that the power was on first or would he have known? It seems like my dad got scammed, but I wanted to check with an expert before trying to help him. Thank you for any info!!

If your father called the electrician, then your father was not scammed. Your father paid a normal rate for a house call.

We have no idea what ‘the part’ was. Let’s say he showed up and decided the main breaker was a dud and replaced it. Those babies aren’t cheap. That said if he opened the panel you’d think he would have tested for power on the bars first before doing anything…
