Looks like Thermafoil kitchen cabinets. Ikea sells these and big box stores. They are cheap. They are basically partial board shrink wrapped in vinyl. Yours have had a failure. Probably through no fault of your own. If you're worried about being blamed I would call the landlord now and report there is a problem with their cabinets. Go on line and look up Thermafoil cabinet failures and have a copy ready to hand your landlord. Don't try to fix them yourself, they may blame you if you mess with them.

If they are painted (can't really tell from pictures) it is paint failure because surface wasn't properly prepared. Again, keep pictures and contact landlord and report the problem. Also.... very important..... Keep some form of written record, email, text, letter that you reported this problem.

Blow a hairdryer on it please.
