Fornsome hope, I had a Metasequoia 90% defoliate back in the drought of 2012. It recovered. Now if there is no obvious one time reason like drought or frost I would worry more.

Functionally if there isbno obviois damage I would probably wait to see if it releafs. Maybe June? July?

Fast spring growth can look weird because it's growing so fast...be patient...

If bad frost...high odds it can releaf...

Fert is not a response to cold stress...or any other stress...just water properly

That's not normal leafing out. The petioles are drooping and the leaves aren't folded. They're shrivelled.

If the maple tree is receiving adequate water, maple wilt may be a possible cause of the condition of the leaves.

If worthwhile to you, consult with an arborist to diagnose the issue.
