Some sort of Viburnum that's been sheared into an unnatural ball shape. Hence few flowers.

Maybe Arrowwood viburnum.

It does resemble a viburnum, but I believe it is a Tatarian maple. This species and Amur maple are considered potentially invasive in some areas.

I was fooled by the flowers. I've never seen that species and they don't look very maplish.

Thanks everyone! Seems like it’s the multi-stemmed shrub version of Tatarian Maple.

But the shape isn't natural. If you want balls you'll have to prune regularly. Doing so will mean fewer of the striking red samaras.

Cut a branch off, and take some excruciating closeups of the buds, stems, lenticels, petioles, pedicels - oh, and leaf margins.
