Move the light fixtures to where you want them and put drywall patches on the empty spots. It's tedious to patch drywall, but nothing else is going to look good. Then you'll have to repaint the ceiling of course, but you won't have to do it again for quite a while. I would paint a room twice before repainting the ceiling.

Well you still need can lights in the kitchen at least. Higher quality faux cans are flush or even slightly recessed, these look like first generation.

These are called LED surface downlights. They resemble recessed lights, but technically are not true to the terms. Probably bought at Home Depot for $20/ea and DIYed.

You could replace them 1:1 with wafer lights that are flush to the surface, if you like that look. Or you could replace them 1:1 with retrofit integral LED recessed lights that have a deeper recess, if your framing and MEP do not have conflicts above the ceiling.

Can't fully tell from the pic but with current placement it appears you have an alignment grid in the Kitchen that is a different alignment than the Dining Room. Placement always includes a little tweaking to get the best function vs aesthetics, and sometimes one person may make decisions different than the next. But undoubtedly this layout could be improved.

If you want to adjust locations, as said by others you can just move them and patch the ceiling.

Just get retrofit recessed cans from Juno or Halo so the lights disappear and the trims are flush to the ceiling. It doesn't solve the placement issue, but they will be far less obtrusive.
